Regulations are rules that have to be followed.
BBC is regulated to ensure that rules are followed and inappropriate content is not broadcast to audience.

 Doctor Who and His Dark Materials educate people on space and inform us about other worlds and supernatural creatures.They also show us the powerful side of women that is not presented in other shows and is looked down up(by doing this the BBC pleases their female audience).

His Dark Material is established from a book.Therefor the book already had audience and when BBC released His Dark Material series they were guarantied an audience that were interested as they previously read the book version.Another reason is the way his Dark Material is Made.His Dark Material has a high budget meaning lots of editing and effects are used.Which makes His Dark Material similar to Netflix shows.
